Hirono routes all outside play through members. The club's own bylaws make the accompanying member fully responsible for a visitor's conduct and require the member to brief the visitor on the rules beforehand — that is a sponsorship arrangement, not an open door. Japanese golf-booking services state plainly that the course is not open to general inbound reservations. Dress and conduct rules are strict and enforced, including a jacket in the clubhouse outside August and no posting of photographs or video.
